The Game Maker Community forums are back up.

Russell says:
The DNS settings will take a while to propagate out to everyone so it could take a few hours yet for everyone to pick it up.

Some will be quicker than others, it is down to your ISP and how they handle it.
Still not loading? Go into your Command prompt. Type "ipconfig /flushdns"
